Legislative framework of gambling regulation
By Herbert Young & Lizi Rose, Blandon & Young Attorneys Overview In Panama, the operation of gambling establishments is regulated by the Gaming Control Board (Board) as established by Decree Law No. 2 of February 10 of 1998 (Gambling Decree) ( see Question 3 ). This law provides that the State of Panama can grant contracts, authorisations and gaming licences to third-party operators of casinos, slot machines parlours and any games that the Board determines to be games of chance. The Board also regulates the operation of hippodromes. The operation of casinos and Type A slot machines (that is, slot machines that can only be offered in full casinos or in approved gambling halls ( see Questions Question 2 and Question 4 )) are regulated by the following laws: Resolution No. 92 of 12 December 1997.
